Retail Motor Fuel is any substance or combination of substances which is intended to be or is capable of being used for the purpose of propelling or running by combustion any internal combustion engine and sold or used for that purpose, such as gas stations, marinas and airports.
Consumer confidence is increased when petroleum and automotive products are accurately dispensed to the public. Gasoline and motor fuels are sold by volume in gallons or liters and liquid metering devices need to be regularly tested for accuracy to assure they are dispensing the full measure of fuel for which they are charged. These tests can be performed regular basis as determined by the local jurisdiction.
Testing is accomplished by means of test measures and provers. The procedure used in the United States is documented by the National Institute of Standards and Technology (Handbook 44) which is part of the US Department of Commerce. Local jurisdictions responsible for the implementation of testing fall upon the Division of Weights and Measures.
